How it works
- Stamp duty is charged on the higher of the actual price or the circle rate.
- Income-tax valuation rules are separate from stamp duty. For a capital-asset seller, section 78 (formerly 50C) includes a 110% tolerance. Buyer-side rules have their own thresholds and exceptions; an addition is not automatic.

How is stamp duty actually calculated across the tricity?
On the higher of consideration or circle rate, at the state's notified percentage — and the percentage differs across Chandigarh UT, Punjab (Mohali, Zirakpur) and Haryana (Panchkula), with concessions in several states for female or joint registrants. Registration fees and any caps depend on the jurisdiction. TDS is withholding from the seller’s payment, credited against the seller’s tax; it is not an extra stamp-duty surcharge.
